India Signs $1.5 Billion Loan With Asian Development Bank: Finance Ministry
The Finance Ministry released a statement that India has signed a $1.5 billion loan with the Asian Development Bank to counter the COVID-19 pandemic. "ADB is glad to support India’s bold measures to contain the COVID- 19 pandemic outbreak while protecting the most vulnerable people affected by movement restrictions, by fast-tracking and delivering the largest ever loan to India", the bank said.

"No Evidence To Support Plasma Therapy": Health Ministry
Plasma therapy is being experimented, however no evidence that this can be used as a treatment. National level study launched by ICMR to study efficacy said Lav Agarwal, Joint Secretary, Ministry of Health.
He further added that, "Until ICMR concludes its study and a robust scientific proof is available, Plasma therapy should be used only for research or trial purpose. If plasma therapy is not used in proper manner under proper guideline then it can also cause life threatening complications"
India Reports 29,974 Cases, 937 Deaths
India has reported 539 new cases and 3 new deaths since its morning update, which takes the total number of cases to 29,974 and deaths to 937 in the country. This figure includes 7,026 people who have been discharged.
Maharashtra State Secretariat Set To Be Closed For Two Days
The Maharashtra State Secretariat (Mantralaya) is set to be closed on April 29, 2020, and April 30, 2020, for disinfecting the offices in the building following three housekeeping staff and a doctor working for the emergency ambulance service tested positive for COVID-19.
Rajasthan Reports Seven New Cases
Seven new COVID-19 cases have been reported - 6 from Jaipur and 1 from Jodhpur according to the Rajasthan Health Department. This takes the total positive cases in the state on Tuesday to 73. Cumulative positive cases in the state stand at 2335 said the Health Department reported ANI.
Three Active Cases In Chhattisgarh: AIIMS Raipur
The total number of active COVID-19 cases in Chhattisgarh stands at 3 now reported AIMMS Raipur on April 28, 2020, in its medical bulletin.
Medical Bulletin-Two more female patients have been discharged by AIIMS Raipur on Tuesday. They were found negative in second consecutive COVID-19 test. Now, Chhattisgarh has three active COVID-19 patients including one nursing officer. All are in stable condition.

16 Year Old Girl Tests Positive In Assam
A 16-year-old girl from Salmara Bongaingaon in Assam, who was a secondary contact of a Markaz attendee, tested positive for COVID-19 tweeted Assam Chief Minister Himanta Biswa Sarma on April 28, 2020. This takes the total number of reported cases in the state to 36.

16 States Have Not Reported Cases In The Last 24 Hours: Health Minister
There are 16 states which have not reported any case at all in last 24 hours": Union Health Minister Dr Harsh Vardhan said on April 28, 2020.
He further added saying, "About 300 districts are non-hotspot districts. Significant progress all over the country."
No New Cases Reported In Uttarakhand
Uttarakhand reported no new COVID-19 cases on April 28, 2020. The total number of cases in the state stands at 48 reported the State Health Department.
