Four time member of parliament from the Biju Janta Dal, Jay Panda has said that the country can prevent leakages in subsidies by moving towards an Aadhaar enabled Universal Basic Income. Speaking to BOOM's Govindraj Ethiraj, Panda said according to Planning Commission's study 5 years back, only 27 paise out of every rupee spent reaches the poor and the rest are spent on salaries, administrative costs and corruption. Hence India needs to find a cost effective way of delivering support to the poor either through UBI or through targeted subsidies.
