Parliament Winter Session 2025: Bills Passed and Key Debates
The Winter Session of Parliament, 2025, was held from December 1 to 19 and was adjourned on December 19 after 15 sittings. During the session, ten Bills were introduced in the Lok Sabha, of which eight were passed by both Houses, while two were referred to Parliamentary Standing Committees for further scrutiny.
The eight Bills passed were the Manipur GST (Second Amendment) Bill, the Central Excise (Amendment) Bill, the Health Security–National Security Cess Bill, the Appropriation (No. 4) Bill, the Repealing and Amending Bill, the Sabka Bima Sabki Raksha (Insurance Laws Amendment) Bill, the SHANTI Bill (nuclear energy), and the VB-G RAM G Bill (rural employment).
Three of the Bills cleared were Money Bills which do not require approval by the Rajya Sabha—the Health Security–National Security Cess Bill, the Central Excise (Amendment) Bill, and the Manipur GST (Second Amendment) Bill. These legislations dealt with levies on tobacco products and the restructuring of GST slabs in Manipur.
Six Financial Bills were introduced during the session, three of which were cleared by both Houses, including the VB-G RAM G Bill, which replaces the MGNREGA and shifts the rural employment scheme from a demand-driven model to an allocation-based framework.
The only Ordinary Bill passed was the Repealing and Amending Bill, 2025, which repeals 71 laws and amends four others. The two Bills referred to Parliamentary Standing Committee were the Viksit Bharat Shiksha Adhishthan Bill, 2025, sent to a Joint Committee of Parliament, and the Securities Markets Code Bill, 2025.
The session also saw prolonged debates on the 150th anniversary of the national song Vande Mataram and a nearly 13-hour discussion on electoral reforms marked by sharp exchanges between the government and the Opposition. Overall, the Lok Sabha recorded a productivity of 111 per cent, sitting for a total of 92 hours and 25 minutes.
